Job Description and Duties

Under the general direction of the Program and Project Supervisor (PPS), the incumbent serves in a lead capacity to support management in the planning, coordination, and oversight of key Transportation Licensing subprograms. These subprograms include, but are not limited to: customer service, website management, insurance, vehicle safety, driver safety, user fees, Public Records Act requests, controlled substance and alcohol testing, and database operations.

The incumbent engages with internal stakeholders such as Commissioners, Transportation Enforcement, and the Administrative Services Division as well as external stakeholders including transportation companies, insurance providers, government agencies, drug and alcohol testing providers, and the general public to address transportation-related matters. They also develop written policies, procedures, and guidance documents.

In this role, the incumbent represents the Transportation Licensing Section in discussions with regulated industry stakeholders and actively participates in workshops, conferences, and industry meetings to address emerging issues and foster stakeholder collaboration.

The incumbent reviews work products in the Transportation Licensing Section to ensure alignment with policies and standards, and promotes consistency and quality in program delivery. The incumbent also provides subject matter expertise on transportation policy and regulatory matters to leadership at the branch, division, and Commission levels, as well as to administrative law judges.

Additionally, they consult with agencies such as the California Department of Motor Vehicles, California Highway Patrol, and California airport authorities on regulatory issues and coordinates joint activities as needed.
