Assistant Budget Manager (ABM) Location Tumwater, WA : Description Assistant Budget Manager (AMB) Full Time | Permanent Salary: Up to $110,868 Annually This recruitment may be used to fill multiple positions. The candidate of choice must be able to commute to the Tumwater, WA headquarters office at least one time per week, and other times as requested. The DOC is searching for an Assistant Budget Manager (ABM) to join their team! The ABM reports to one of the agency's six Budget Managers and supports their team by ensuring compliance with the enacted budget as appropriated by the Legislature. This position is key to the success of organizational mission, by ensuring that budget products are accurate and accountable so that DOC is in compliance with state and federal requirements. In this role, you will provide advanced level professional advice, counsel, guidance, technical assistance, and regular financial reports to the division management regarding federal allocations, state allotments and expenditures, and spending patterns. The completion of complex fiscal impact calculations on various program policy changes as recommended by agency management or federal/state law changes, including fiscal notes and budget decision packages, are within the scope of this position. In addition, this position is responsible for the preparation of revenue estimates and anticipated cash disbursements for budget development and is instrumental in the preparation and submission to OFM unanticipated receipts, federal and state seizure funds, and federal and state grant funding adjustments. As an Assistant Budget Manager , some of your duties may include:
  • Fiscal Impact Analysis | Compensation and Special Funds to include:
    • Performing predictive and descriptive modeling, data mining, forecasting, processes for the collection, classification, analysis, and interpretation of data to reveal patterns, anomalies, key variables, and relationships, leading ultimately to analysis that will guide agencywide decision making
    • Analyzing all budget proviso requirements and grants are shared with program staff and executive leadership after budgets are enacted and tracking them to ensure DOC meets timely submittal requirements.
    • Creating and updating expert level detailed financial analysis and summary reports capturing agencywide and various other adhoc reports for DOC, at least on a monthly basis with some more frequently
    • Streamline, standardize and maintain agency financial reports.
  • Budget Processes to include:
    • Leading budget program processes to include CIM, Decision Packages, Financial Projections, and other program wide processes as needed
    • Rollup of individual files from all program areas
    • Review rollup files against agency authority and provide DOC budget leadership with anomalies
    • Maintaining documentation for each Budget process
    • Providing trainings of Budget processes to Budget staff
  • Grants which could look like:
    • Assisting with the analysis of the Grant awarded budget
    • Working with the Grants Administrator to obtain spending authority for the agency
    • Providing budgetary and cost out information to the Grants Administrator for grant applications
  • Ad Hoc Requests and Projects
Qualifications What we need (required qualifications):
  • High School diploma or GED
  • A minimum of five (5) years of professional experience in fiscal management to include budget and analysis with preference to state government budget experience or similar analytical experience such as auditing, accounting, research, legal or other analytical fields
  • Demonstrated analytical skills, using data to make decisions and constantly improve performance
  • Experience developing financial cost estimates for programs and cost estimates for policies and workload
  • Advanced skills in Microsoft Excel in order to develop and maintain complex spreadsheet and complex formulas to include “if.”
  • Work experience performing complex financial and statistical analysis

Telework Details This position may be allocated for telework. Work may be performed from your home or another offsite location within the state of Washington using a reliable internet or cellular hotspot service at that time. Employees are expected to perform assigned duties in a safe manner, to take proper care all state-issued equipment, and maintain confidentiality of all information in possession while working offsite. Employees will be required to commute to a Department of Corrections facility or field office as business requires, to potentially include components of the onboarding process. Some offices will have a “drop in” area available, however, a dedicated workspace within a DOC facility will not be provided.
